Long, a deputy assistant director in the FTC's Bureau of Competition, led several of the agency's antitrust investigations into Google. Barclay Butler, former vice president for health care solutions in the government division of Harris Corp., has been named director of the Defense Department/Veterans Affairs Department Interagency Program Office, which will manage the development of an integrated electronic health record for both departments. Indianapolis-based health insurer Wellpoint has created the role of chief transformation officer to focus on innovation and customer engagement. V. Rajamannar (Raja) Madabhushi is now the executive vice president of its senior business and chief transformation officer. He comes from Humana, where he was senior vice president and chief innovation and marketing officer. Game vendor Demiurge Studios, which developed such titles as Rock Band, Mass Effect and the upcoming Shoot Many Robots, has announced these promotions: Technical director Dr. Kurt Reiner will become general manager, where he will oversee all game production; co-founder Albert Reed has been named CEO; current CEO Bill Reed will remain as chairman of the board and treasurer. Van Hitch, the former Justice Department CIO, has joined Deloitte's federal practice as an adviser. Hitch retired from the Justice Department last July. Jonathan Womer has been named CIO for the state of North Carolina, replacing Gerald L. "Jerry" Fralick. Womer is deputy director for management in the Office of State Budget and Management. Before that Womer worked in the White House Office of Management and Budget's Office of Information and Regulatory Affairs. Homeowners association management firm Associa has named Juan Fontanes as its senior vice president and CIO. He comes from PepsiCo, where he served as a vice president of application development of Frito-Lay Systems. Educational products vendor ACT has announced the hiring of Pat Steinbrech  as vice president and CIO. Bryan Maach joined the company as the vice president of marketing research and analysis. Steinbrech comes from Johnson & Johnson, where she was CIO and vice president in the global pharmaceuticals supply group. Maach was vice president of market research and analysis at Cisco Systems. Twitter employee Elad Gil updated his LinkedIn profile to reflect promotion to vice president of corporate strategy and Joel Lunenfeld to vice president of global sales strategy.  Twitter’s director of content and programming , Chloe Sladden, was promoted to vice president as well, though she didn’t reflect her new title. Gil joined Twitter after it acquired his location data startup Mixer Labs. Lunenfeld spent nearly a decade as the CEO of marketing agency Moxie Interactive. Sladden was previously VP of special programming projects at Current. Idle Games has hired Michael McCormick as director of game design. McCormick comes from Zynga, where he was lead game designer for CityVille The city of the Natchez, Miss., has hired Eric Junkin as its IT director. Junkin, who comes from Unique Perspectives Consulting, will operate a one-person department. Aerohive Networks has hired Andrew vonNagy as senior Wi-Fi architect. He comes from Target, where he was responsible for a global wireless network across thousands of stores and distribution centers. IT support and help desk provider Blueprint IT Solutions of Fargo, N.D., has named Justin Langley as a new IT consultant.
