Not to be snarky, but last I knew, Java is software. So are mobile apps, and .Net. How does a “tech hiring manager” see that a software developer is different from a Java developer, mobile app developer, and .Net developer?

I read that to mean some managers are looking for people who really know their way around Java, or mobile, etc. After all, different people may focus on different things.
